HOUSING AUTHORITY OF THE COUNTY OF SAN DIEGO

PUBLIC HOUSING AGENCY PLAN

FIVE-YEAR PLAN FOR FISCAL YEARS 2015-2019

ANNUAL PLAN FOR FISCAL YEAR 2014-2015

Notice is hereby given that the Board of Commissioners of the Housing Authority of the County of San Diego will hold a public hearing on March 12, 2014 at 9:00 a.m. in room 310 of the County Administration Center, 1600 Pacific Highway, San Diego, CA. Public testimony can be heard on the proposed Public Housing Agency Five-Year Plan for Fiscal Years 2015-2019, Annual Plan for Fiscal Year 2014-2015, Public Housing Admissions and Continued Occupancy Policy, and Section 8 Administrative Plan. On or about December 31, 2013 the referenced Plans and policies were released for a 45-day public review and comment period.

The Public Housing Agency (PHA) Plan is a comprehensive guide to a public housing agency's policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the PHA Plan: the Five-Year Plan, which each PHA submits to the U.S. Department of Housing and Urban Development (HUD) once every fifth PHA fiscal year; and, the Annual Plan which is submitted to HUD every year. The Public Housing Admissions and Continued Occupancy Policy and Section 8 Administrative Plan are the governing documents for the PHA's administration of its public housing program and Section 8 program.

NOTICE OF INTENTION TO SELL REAL PROPERTY

AND INVITATION FOR BIDS

 

NOTICE IS HEREBY GIVEN that it is the intention of the Board of Supervisors of the County of San Diego to sell on behalf of the County, a single family residential property located at 20710 Elfin Forest Road in the community of Elfin Forest in the City of San Marcos, California described as follows:

Approximately 1.82 acres of land improved with a single family residence located at 20710 Elfin Forest Road in San Marcos, further identified as County Parcel 2013-0060-A.  The parcel is improved with single family residential home of approximately 3,154 square feet with 4 bedrooms, 3.5 bathrooms, 3 car attached garage, barn, horse rings and horse corrals.

The Purchase and Sale Agreement and the full legal description and plat of the property is on file and available for inspection at the Real Estate Services Division of the Department of General Services, 5560 Overland Avenue, Suite 410, San Diego, California 92123.

NOTICE IS FURTHER GIVEN that sealed bids will be received as follows:

1.         The Bid opening will be held at 9:00a.m. on February 26, 2014 in the Chamber of the Board of Supervisors, County Administration Center, 1600 Pacific Highway, Room 310, San Diego, California.

2.         The minimum bid for the property is as follows:

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of San Diego will conduct a public hearing on an Open Space Vacation  as follows:

HEARING INFORMATION:

APPLICANT:  United States of America, U.S. Fish and Wildlife Service

PROJECT/CASE NUMBER(S):  Hidden Valley Estates Open Space Vacation;

         PDS2013-VAC-13-004

PROJECT DESCRIPTION:  Vacate two biological open space easements pursuant to Streets and Highways Code section 8310 and following.  The two easements totaling approximately 960 acres were dedicated as required by a mitigation measure for the Hidden Valley Estates Subdivision (TM4761RPL5).  A Final Map for this project was never recorded and the Tentative Map has since expired.  Therefore, the easements are no longer required to mitigate impacts related to the Tentative Map under the California Environmental Quality Act (CEQA).  The applicant intends to preserve the natural resources on site as part of a wildlife refuge.

LOCATION:  The easements are located south of SR-94 and east of Millar Ranch Road in the Jamul-Dulzura Subregional Planning Area, within the unincorporated San Diego County. See attached map.

ENVIRONMENTAL STATUS:  Exempt from environmental review pursuant to Section 15061(b)(3) of the State California Environmental Quality Act Guidelines because it can be seen with certainty that there is no possibility that vacating these open space easements may have  a significant effect on the environment.
