COUNTY OF SAN DIEGO

2013-2014 AND 2014-2015 CAO RECOMMENDED OPERATIONAL PLAN HEARINGS

            NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of San Diego will meet in Room 310, County Administration Center, 1600 Pacific Highway, San Diego, California, beginning on June 10, 2013 at 9:00 AM for the purpose of conducting a public hearing on the Chief Administrative Officer’s (CAO) Recommended Operational Plan for Fiscal Years 2013-2014 and 2014-2015. The document details the spending plans for all departments, funds, and special districts under the control of the Board of Supervisors. The Board of Supervisors of the County of San Diego will meet at the same time and date, as the Board of Directors of the Air Pollution Control District, Flood Control District, County Successor Agency and San Diego County Sanitation District for the purpose of conducting public hearings.

            The hearing is preparatory to adopting a budget for the County for Fiscal Years 2013-15.  This hearing will commence on June 10, 2013 with presentations from organizations that have applied for Community Enhancement Program grants.  These presentations are scheduled to conclude by 5 p.m. on June 11, 2013.  At 9:00 AM on June 12, 2013, the Board will hear public testimony on all other areas of the Recommended Operational Plan.  Any member of the general public may appear at these hearings and be heard regarding the increase, decrease, or omission of any item in the Recommended Operational Plan, or for the inclusion of additional items. This document is available to members of the general public for review in the Office of the Clerk of the Board of Supervisors, Room 402, at said Administration Center. Additionally, the Recommended Operational Plan may be viewed on the County’s website at http://www.sdcounty.ca.gov/auditor/budinfo.html.

            If necessary, the hearing may be continued from day to day until concluded, but not to exceed a total of 14 calendar days.  All public hearings on the Recommended Operational Plan shall be held at the location indicated above, and the times of the subsequent public hearing sessions that are continued shall be announced at the preceding public hearing session.

IN-HOME SUPPORTIVE SERVICES PUBLIC AUTHORITY

            NOTICE IS HEREBY GIVEN that the Governing Body of the County of San Diego In-Home Supportive Services Public Authority will meet in Room 310, County Administration Center, 1600 Pacific Highway, San Diego, California, beginning on June 10, 2013 at 9:00 AM for the purpose of conducting a public hearing on the recommended FY 2013-14 administrative budget.  The documents detail the spending plans.

            The hearings are preparatory to approving the final administrative budget. Any member of the general public may appear at these hearings and be heard regarding the increase, decrease, or omission of any item in the Recommended Administrative Budget or for the inclusion of additional items. These documents are available to members of the general public for review in the Office of the Clerk of the Board of Supervisors, Room 402, at said Administration Center.

            If necessary, the hearing may be continued from day to day until concluded, but not to exceed a total of 14 calendar days, and shall be concluded before the expiration of 14 calendar days if there are no requests or applications on file with the Clerk of the Board of Supervisors prior to the close of the hearing. NOTICE IS HEREBY GIVEN that the BOARD OF SUPERVISORS of the County of San Diego will hold a public hearing on the Wind Energy Zoning Ordinance Amendment and General Plan Amendment to the Mountain Empire Subregional Plan (Boulevard Chapter) and Borrego Springs Community Plan to allow wind energy development, POD 10-007, which includes the proposed adoption of the following  ordinance: AN ORDINANCE AMENDING THE San Diego COUNTY ZONING ORDINANCE RELATED TO wind energy TURBINES

HEARING INFORMATION:

PROJECT DESCRIPTION AND LOCATION:   Zoning Ordinance Amendments and General Plan Amendments related to wind energy regulations.  The proposed ordinance amendments would apply to all unincorporated portions of the County of San Diego over which the County has land use jurisdiction.  The General Plan Amendments would apply to the Borrego Springs Community in northeast San Diego County and the Boulevard Community in southeast San Diego County.

SUMMARY OF ORDINANCE:  The project includes amendments to the Zoning Ordinance that consist of deletions, additions and revisions to provide an updated set of definitions, procedures, and standards for reviewing and permitting wind turbines and meteorological testing (MET) facilities. These amendments include allowing temporary MET facilities that comply with the height designator of the zone through a ministerial review process. The proposed amendments also include allowing small wind turbines that meet the definition and specifications of the Zoning Ordinance through a ministerial review process.  Large wind turbines, as defined by the Zoning Ordinance, would continue to be subject to the Major Use Permit procedures and requirements, and would require separate project-specific environmental review. Amendments to the Zoning Ordinance related to large wind turbines are intended to bring development regulations up to date with current technologies and industry practices for large wind turbines.

GENERAL PLAN AMENDMENT:  The project also includes a General Plan Amendment to modify the Boulevard Community Plan to allow more flexibility for large wind turbine projects and an amendment to the Borrego Springs Community Plan to allow more flexibility for small wind turbine projects.  

ENVIRONMENTAL REVIEW:  A Draft Environmental Impact Report has been prepared for this project and is on file at the Department of Planning and Development Services as Environmental Review Number 09-00-003. 

PLANNING COMMISSION RECOMMENDATION:  On July 20, 2012 (Item 1), the Planning Commission,  voted  4 in favor, 2 opposed, and 1 absent, to recommend that the Board of Supervisors adopt the Zoning Ordinance amendments with several modifications and adopt the amendments to the Borrego Springs and Boulevard Community Plans.  On October 19, 2012, the Planning Commission considered the Zoning Ordinance amendments again because of changes staff made to these amendments after July 20, 2012.   The Planning Commission voted 5-1 to recommend that the Board of Supervisors adopt the Zoning Ordinance amendments as revised by staff.

NOTICE OF HEARING ON PROPOSED RESOLUTION

NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of San Diego will hold a public hearing on May 7, 2013 at or after 9:00 a.m. in Room 310, County Administration Center, 1600 Pacific Highway, San Diego, California, to consider the following resolution as summarized below:

A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO RELATING TO COUNTY COUNSEL HOURLY BILLING RATES FOR ATTORNEY AND PARALEGAL SERVICES

DESCRIPTION OF PROPOSAL (INCLUDING SUMMARY OF RESOLUTION):  The proposed resolution will increase the approved County Counsel hourly billing rates from $206 to $214 per hour for attorneys and from $111 to $115 per hour for paralegals.  The increased rates will generally take effect on July 1, 2013.

ENVIRONMENTAL STATUS:  The adoption of the resolution is proposed to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15273 of the CEQA Guidelines.

ON PROPOSED ORDINANCE

NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of San Diego will conduct a public hearing on a proposed ordinance that amends Section 810.309(b) of the San Diego Code of Regulatory Ordinances to increase the current Fire Mitigation Fee ceilings to more closely reflect the actual or anticipated costs of additional fire protection facilities and equipment required in order to adequately serve new development.
