PROJECT DESCRIPTION: This is an appeal of the decision of the Planning Commission to approve the Mobilitie Shelter Valley Wireless Telecommunication Facility Major Use Permit. The proposed co-location facility would include a 45-foot tall faux water tank with up to twenty-four panel antennas, four GPS antennas, and a microwave dish mounted inside the water tank. Associated equipment would consist of two equipment buildings with a seven – foot tall wall surrounding the AC units and a back-up generator that would be enclosed by a nine-foot tall Concrete Masonry Unit (CMU) wall. Additional landscaping and a 2,000 gallon holding tank for the irrigation of the proposed landscaping would also be installed.
LOCATION: Southwest corner of Great Southern Overland and Shooting Iron Trail (APN# 295-210-35-00), adjacent to the existing Shelter Valley Community Center. The project is located within the Desert Subregional Plan Area that is located in the unincorporated San Diego County
ENVIRONMENTAL STATUS: It has been determined that the project is exempt from environmental review under Section 15303 of the State California Environmental Quality Act Guidelines, because the project proposes the construction and operation of a telecommunication facility that qualifies as small, new equipment and facilities in small structures.
PLANNING COMMISSION RECOMMENDATION: On November 4, 2011, the Planning Commission approved the project.

The amendment to the 2011-12 Annual Funding Plan would allow the use of CDBG funds for the purchase of a new fire engine for the community of Descanso. The proposed reallocation is considered a substantial amendment to the FY 2011-12 Annual Funding Plan because the new fire engine was not previously described in the Annual Funding Plan.

NOTICE OF PUBLIC HEARING
NOTICE, pursuant to State of California Health and Safety Code Section 40725, is hereby given of a public hearing on December 7, 2011, at 9:00 a.m., before the Air Pollution Control Board (Board) of the County of San Diego, in Room 310, County Administration Center, 1600 Pacific Highway, San Diego, California, for the purpose of receiving public comments on and considering the proposed amendments to Rule 40 - Permit and Other Fees of the San Diego County Air Pollution Control District (District).
State law authorizes air pollution control districts to adopt a schedule of fees to recover the costs of their permit programs for stationary sources. Permit programs are used to help ensure compliance with air pollution control requirements. Rule 40 contains schedules specifying fees for about 190 categories of air contaminant emitting equipment. Permit fees are calculated in accordance with methodology adopted by the Board in 1998.
If adopted, the amendments will increase fee revenue from permit renewals, applications, and source tests by an overall average of 4.3%.
The Rule 40 amendments will also authorize minor text changes for clarification.
The Board may consider modifications of the proposed amendments and additional amendments related to permit and other fees, as deemed appropriate. If adopted as proposed, the amended fees will be effective January 1, 2012.

NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of San Diego will conduct a public hearing on Dictionary Hill / Maria Avenue (Zone Reclassification and Site Plan) as follows:

PROJECT/CASE NUMBER(S): DICTIONARY HILL REZONE AND SITE PLAN,

PROJECT DESCRIPTION: The applicant requests a Rezone to change the setback requirements for nine residential lots. The rezone would maintain the RS (Single Family Residential) use regulation, but it would change the setback designator from “C” to “J”, which would effectively reduce the front yard setback from 60 feet to 50 feet and reduce the interior side yard setbacks from fifteen feet to five feet. The rezone would also place a “D” Special Area Designator on three lots to require the construction of an eight foot high wall by way of a site plan as a fire protection measure. The site is within the Spring Valley Village Boundary and it is subject to the Village Regional Category with a Land Use Designation (VR 7.3) Village Residential.
LOCATION: The subject property is located south of San Carlos Street between Maria Avenue and La Presa Avenue in the La Presa district of the Spring Valley Community Plan area (APNs 584-200-66, 67 and 71 – 78).
ENVIRONMENTAL STATUS: A Mitigated has been prepared for this project and is on file with DPLU as Environmental Review No. 08-19-003.
PLANNING COMMISSION RECOMMENDATION: On August 12, 2011 the Planning Commission recommended approval of the project.
