PROPOSED GENERAL
PLAN AMENDMENT AND REZONE
COUNTY OF SAN DIEGO

NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of San Diego will hold a public hearing on a County initiated General Plan Amendment and Rezone.

Date:  June 18, 2014 at or after 9:00 A.M.

Project:  2013 General Plan Clean-Up General Plan Amendment and Rezone [GPA 12-007; REZ 13-002]

PROJECT DESCRIPTION:  The County of San Diego Planning & Development Services proposes a General Plan Amendment (GPA) and Rezone to facilitate the proposed changes associated with the 2013 General Plan Clean-Up. As part of the August 3, 2011 adoption of the General Plan Update, the County Board of Supervisors directed staff to bring forward a General Plan ‘clean-up’ every two years in the form of a GPA. The Clean-Up GPA is intended to provide a mechanism for making minor changes to the General Plan to correct any errors or discrepancies discovered during the Plan’s implementation or to reflect changes in circumstances.

This is the first Clean-Up processed since the adoption of the General Plan Update. The types of changes in the Clean-Up fall into the following categories: Land Use Map changes, Land Use Element changes, Conservation and Open Space Element changes, Safety Element changes, Mobility Element Network changes, community/subregional plan changes, a change to the Glossary, and zoning reclassifications for consistency with the proposed Land Use Map changes.

Following the adoption of the General Plan Update in 2011, the Board of Supervisors (Board) held a series of hearings in 2012 to review property specific requests (PSRs) that had arisen during public testimony on the General Plan Update and for which the requested Land Use designations were not included in the adopted General Plan. As a result of those 2012 workshop hearings, 47 PSRs were chosen by the Board to be included in County-initiated GPAs. The 47 PSRs were split between two GPAs. This project constitutes the first PSR GPA and includes proposed changes to the Land Use Map for four PSRs, and the associated Rezone that includes proposed zoning changes that are necessary for consistency with the proposed Land Use Map changes.

PROJECT DESCRIPTION:  Campus Park West is a 116-acre proposed mixed-use master planned community with an overall density of 2.4 dwelling units per acre that consists of approximately 513,000 square feet of commercial space, 120,000 square feet of industrial space and 283 dwelling units, with 31 acres of biological open space.  Requested actions to be considered include: a General Plan Amendment; Specific Plan Amendment; a Zone Reclassification; a Tentative Map; certification of the Subsequent Environmental Impact Report; direction to staff to update the Transportation Impact Fee Program to accommodate the project; and adoption of a Statement of Reasons to extinguish access to mineral resources of statewide significance.


LOCATION:  The Project site is located in the northeastern and southeastern quadrants of the I-15/SR-76 interchange, within the unincorporated San Diego County in the Community of Fallbrook, approximately seven miles southeast of the Fallbrook town center and 46 miles north of downtown San Diego.  


ENVIRONMENTAL STATUS:  A Subsequent Environmental Impact Report (SEIR) has been prepared for this project and is on file with PDS, as Environmental Review Number LOG NO. PDS2005-3910-05-02-009 and dated June 18, 2014.  The SEIR includes the rationale specifying the reasons for the proposed development in an area that contains mineral resource deposits of regional or statewide significance.
