The Community Development Commission (CDC) of the City of National City initiated the redevelopment of the Marina Village (Harbor District) in the year 2000. Historically, the area has been under heavy industrial practices. CDC requested that the California EPA Site Designation Committee designate the County of San Diego, Department of Environmental Health (County DEH) as the Administering Agency to oversee CDC's environmental investigations and remedial actions for development purposes.
Since the year 2000, the County DEH has overseen the cleanup of the environmental contamination associated with past industrial practices in the area. In August 2007, County DEH successfully completed its oversight of the first section of the project called Marina Gateway and issued a Certificate of Completion for the proposed site use. The second portion of the project, ACE Metals site, is now complete and the County DEH has notified support agencies, interested parties and the public of its intention to issue CDC a Certificate of Completion for this site. The notification period concluded on March 17, 2009. Pursuant to the aforementioned notification, County DEH has issued the Final Certificate of Completion for the site which is available for download at the link below.
