How to Find Permit Information
A permit is needed to conduct certain business activities and/or construction activities. Information about permits and licenses issued by the County of San Diego Departments of Planning and Land Use (DPLU), Public Works (DPW), and Environmental Health (DEH) is available in the KivaNet system.
From the Main Menu,
click the link to the Permitting System to get started. In the Permits - Main Menu screen, you are given a choice of how to search for the permit information desired depending on the specific information you have. If all you have is the parcel's address, click the Address link. Once in the query screen of your choice, enter any available information in the specific field.
When querying permits in KivaNet, please note that any information you enter in a query field is not case sensitive. Also, in some fields you may use the wildcard character "%" to broaden your query. An example of good use of the wildcard character would be if you aren't sure of the spelling for a street name. When searching for permits at an address on CLAIREMONT AV, try querying "CLA%MONT" to broaden your query results.
A few additional notes about queries in KivaNet:
- The "Type" field in an address query screen refers to the street type. Usually this field is no more than two characters in the database, so query addresses on a "STREET" as "ST", addresses on an "AVENUE" as "AV", etc. If unsure, leave the field blank.
- Remember, query fields are not case sensitive.
- You may use the wildcard character "%" in some query fields, but please note that if your query is too broad it may take a long time for KivaNet to respond with results.
- If you aren't sure what information to put in a query field, leave it blank.

Land Information
You can look up information pertaining to a parcel via the Land Information System if you don't know the specific permit type-number.
From the Main Menu, click the link to Land Information to get started. A few additional notes about queries in KivaNet:
- The correct format for the Assessor Parcel Number (APN) is always 123-456-78-90; note the dashes and the number of characters.
- The "Alt. APN:" field usually (but not always) contains the Thomas Guide street guide page number on which the parcel shown. The correct format for this data is -1234-A1; note the dashes.

What Information is Available and Why
Once a parcel has been succesfully queried, you can find additional information from the Parcel Summary screen by clicking the Permits or Geo Areas links at the top of the summary screen.
The summary screens show basic information about the parcel, application, license or permit. The fields will be displayed whether or not there is data associated with a particular field.
When data is collected on processing an application for a license or permit, County personnel generally collect only the bare minimum information required to fulfill business and statutory requirements. This practice is followed out of respect for the privacy of citizens doing business with the County. As a result, some fields some fields may be left blank. There will be some blank fields in almost every summary screen.
Privacy
Only information that is public record is available in the online KivaNet Land Information System. When a citizen or their representative applies for a license or a permit, the information contained in the issued permit becomes public record, and so available here.
Permits are Issued for...
A permit is required for placing or constructing a new structure, any change in use or alteration of an existing structure, and moving a permitted activity to a new location. A permit is also required to move objects on roadways that do not meet the California Vehicle Code. Certain job types also require a permit. Please call the County Department of Planning and Land Use at (858) 565-5920, the Department of Public Works at (858)694-2055, or the Department of Environmental Health at (619) 338-2222 for more information on permit requirements.
Kiva, the software used by the Land Use and Environment Group (LUEG) to manage business on land, labels many transaction types as "permits" even if in fact the business being transacted is not a permit. An example of this is a plan check for a new residence, which is shown in Kiva as "permit" type 1001 even though no building permit has yet been issued. In order for you to make the best use of the information available in this online research tool, you need to know the "permit" types.
