Building Division Online Permits

The Department of Planning and Land Use, Building Division can now accept applications for permits to replace residential water heaters, gas line repairs and lawn sprinkler installations online.  (Note: Online permits for water heater replacements do not permit alteration or modification to the electrical or gas system.)

The link button below allows you to complete your permit application.  There is no charge for this permit type; fees are waived under the Homeowner's Relief Act.

INSTRUCTIONS:
Click the button below to go the the KivaNet Citizen entry page.  If you are not a licensed contractor with the State of California, simply click the Online Permits link.  This will allow you to apply for a new permit, look up a permit you've already applied for, or find out more information about permits.

If you are applying for a new permit, follow the link and select either "I don't know the permit code" or "I already know the four-character County permit code" and begin filling out the application.  Either way, you will be able to apply for the desired permit.

TIPS: Please use the Help documentation wherever it is available.  Look for the [Help] link.  It is always preferable to use your parcel's Assessor Parcel Number (APN) when applying for a permit.  Remember to enter the APN in the following format: 123-456-78-90 (note the dashes and that all ten characters are required even if the last two numbers are "-00").  Also, please note that some fields are required.  If the required fields are not completed correctly, your application for a permit will not be processed.

You must include a valid e-mail address when applying for a permit.  When your permit application is processed, we will only send notification to the e-mail address you provide.

We will make every effort to respond the same day if your application is received early in the business day, but please allow up to three working days for processing.  You will be contacted with a disposition, and if issued, your permit number and with information on how to call for inspections.  Please make sure to tell the inspector that you are an online permittee.

That NO work or installation will commence prior to the issuance of a permit and that all work will be performed to meet the standards of all laws regulating construction/operation in this jurisdiction.  I hereby agree that I will, in all respects, perform the work in accordance with the scope of the permit, the County-adopted building codes and all other applicable laws, regulations, standards and ordinances.

That all information given will be accurate and that all work will be done in compliance with all applicable laws regulating construction and zoning.


Notes: This online application is restricted exclusively to permits for the replacement of residential water heaters (water heater replacement without alteration or modification to the electrical or gas system), gas line repairs and lawn sprinkler installations.  Any work beyond this scope cannot be permitted online and is expressly not permitted by submittal of this application for a permit.

State of California licensed contractors with a current valid California State License Board (CSLB) license can contact the Building Division to request a login that will allow you to attach your license to permit applications.  Please contact us by e-mail by clicking HERE.  (Note, professional logins are available to licensed contractors ONLY.)  Please include your full contractor name, address, phone number, e-mail address, license number and full contact name (first and last names).


NOVEMBER 21, 2007: Online Permit History &
Parcel Information Research Tools Now Available

As part of the County's efforts to provide our constituents better service, the Department of Planning & Land Use has deployed two tools to help you research land information, including some permit history, and land zoning information.

The KivaNet Land Information research tool allows you to look up permit history on any parcel within the unincorporated areas of the County.  Please read the help documentation for the online application.


The online Geographic Information System (GIS) research tool that allows you to research the Zoning attributes of property.
