A Proposal to Improve Fire and Life Safety in Rural Unincorporated San Diego County
On January 29, 2008 (14), the Board received the Local Agency Formation Commission (LAFCO) Phase I Reorganization Report and directed the Chief Administrative Officer to evaluate the proposal while taking into consideration the County fire enhancement program and the fire protection services already provided by state, local career, and local volunteer fire agencies. The Board directed staff to report back within 120 days with recommendations to strengthen the regions fire protection system.
In response, staff developed a “Hybrid Plan Proposal” that they believe meets the intent of the LAFCO report with consideration given to the needs of the volunteer and County Service Area (CSA) fire agencies and the services currently provided under the County Fire Enhancement Program. A summary of this Hybrid Plan Proposal is discussed in the “Fire and Life Safety Reorganization Report."
