The Otay Watershed has two planning efforts currently underway:


Watershed Management Plan:  Achieving a balance between existing and future land uses and resources is critically important to the long-term sustainable health of the watershed including source water protection, in terms of its rich and diverse upland and aquatic (surface and subsurface) resources. Many plans, programs, and permits are in development or have been implemented seeking to achieve this balance, while protecting, enhancing, and restoring key natural resources. The Otay River Watershed Management Plan offers a critical tool that can build upon and integrate major efforts benefiting multiple uses in this watershed, such as the Multiple Species Conservation Program, the Otay Valley Regional Park, and the San Diego National Wildlife Refuge Complex.

Special Area Management Plan: In 2001 the local jurisdictions of Chula Vista, Imperial Beach and the County of San Diego began discussion with the Los Angeles District Army Corps of Engineers to prepare a watershed-wide Special Area Management Plan (SAMP) for the Otay River Watershed, and ultimately a cooperative agreement was formalized. The Otay River Watershed SAMP is intended to serve as a watershed-wide aquatic resource management plan that provides for the enhancement of functions and values of the watershed’s aquatic resources. The SAMP will identify specific aquatic resource protection, enhancement, and restoration criteria for the watershed, and will include measures to guide anticipated development and other land uses. The overall goal of the SAMP is to provide and integrated and comprehensive approach to managing aquatic resources on a watershed-wide scale, while also accommodating reasonable economic activity.
