Palomar Airport Noise Commonly Asked Questions
As our community develops, residential noise sensitive areas near the airport continue to expand. Please study the noise sensitive areas depicted on the pilot handout. The recommended (ATC and safety permitting) noise abatement program is presented here help to preserve quality of life in our community and represent minimal restrictions on aircraft arriving and departing McClellan-Palomar Airport.
Pilot Handout Voluntary Noise Abatement Program (VNAP)
No noise abatement procedure is allowed to compromise ATC instructions or flight safety.
McClellan-Palomar Airport is pleased to provide Brüel & Kjær WebTrak – an internet based service application which enables the local community the ability to perform their own flight track investigations from any computer with internet access. This service will add significant value to the community outreach program throughout the McClellan-Palomar Airport area of influence by increasing the accuracy of data collection. WebTrak provides the community with the opportunity to search for information about flights as it relates to their situation. It personalizes the information at an individual level, shifting the focus from general to very specific information and directly involving the user as part of the process. By allowing investigation of Federal Aviation Administration track and flight information, the airport can:
• enhance the public understanding through transparency and interaction
• reduce the level of operational support required for enquiries
• engage in more meaningful dialogue with the community
WebTrak has been proven in use and now McClellan-Palomar Airport is joining other Southern California Airports such as Los Angeles, Long Beach, Van Nuys, and Ontario by increasing the opportunity for direct community engagement and making airport environmental information more accessible and transparent.

Filing Noise Complaints
For your convenience and to ensure that reports are received and tabulated by Airport Environmental Sound Management, noise complaints may be reported for any of our County airports by one of the following three methods:
1. Internet: for McClellan-Palomar Airport only, use WebTrak
2. Letter: Address correspondence to Airport Environmental Sound Management, McClellan-Palomar Airport, 2192 Palomar Airport Road, Carlsbad, California 92011
3. Phone: To record a report, call (760) 431-4646 and follow the prompts.
For letters or phone complaints, please include as much information as possible including: which airport, date and time of occurrence, type aircraft (prop, jet, etc.), number of engines, aircraft number (if possible), direction of flight, color of aircraft and your location at the time of the incident. Please also include your name and address and best way to get in touch with you by phone and/or email. We appreciate your assistance.
To be accepted and recorded, noise complaints MUST be submitted to Airport Environmental Sound Management via the County Airports official web site using the WebTrak, by letter, or phone. Noise reports submitted through other means than those listed above will not be processed.
Safety Issues: Reports on safety issues must be made to the Federal Aviation Administration (FAA) Flight Standards District Office (FSDO) at (858) 502-9882.

Part 150 Noise Study
DEPARTING RUNWAY 24:
§ Jets fly 250 degrees ground track, north of Palomar Airport Road best rate of climb until 1 mile offshore. NBAA standard noise abatement departure procedures recommended.
§ Piston aircraft north and southbound depart on 250 degrees track north of Palomar Airport Road until joining the ** Coastal VFR Flyway offshore.
§ Piston aircraft departing eastbound request right downwind. Hold turns until above 800' feet Mean Sea Level (MSL). Fly downwind until above class D airspace. Coordinate on course turns crossing runway 24 final with ATC.
DEPARTING RUNWAY 6:
§ All runway 6 north and southbound departures request left downwind. Climb to 800' MSL before turning downwind. Continue downwind north of Palomar Airport road until joining ** Coastal VFR Flyway offshore. Avoid residential areas.
§ All runway 6 northeast through southeast departures fly runway heading until above 1500' MSL, then on course. Avoid residential areas.

ARRIVING AIRCRAFT RUNWAY 24:
§ Jets fly the localizer when VFR/IFR. Remain on or above the glideslope.
§ Props enter pattern as instructed by ATC. Remain above 2300' MSL (2000' above ground level [AGL]) until 3 nautical mile (NM) from airport. Avoid residential areas.
ARRIVING AIRCRAFT RUNWAY 6:
All fixed wing aircraft remain at or above 2300' MSL (2000' AGL) until 3NM from the airport. Avoid residential areas.
Remain 1000' MSL over major non-residential roads.
RECOMMENDED GENERAL OPERATING GUIDELINES:
√ Utilize left traffic for runway 6.
√ Utilize right traffic runway 24.
√ Avoid low-level, high power approaches.
√ Maintain published TPA until turning base leg.
√ Runway 24 is designated the calm wind runway.
√ Sightseeing over populated areas is discouraged.
√ Fly final approach at or above the P.A.P.I. glideslope when able
√ Fly a tight pattern to keep noise as close to the airport as possible.
√ No jet training due to noise abatement and traffic congestion. See AFD.
√ Aircraft maintenance run-ups by prior coordination with airport operations.
√ Use N.B.A.A. Standard Noise Abatement Procedures and A.O.P.A. Noise Awareness Steps.
√ Use lowest practical RPM settings and, if possible, wait until short final to adjust propeller for flat pitch.
√ Maintain a cruise configuration (gear and flaps retracted; RPM no higher than cruise) until as close to the airport as possible.
√ Monitor ATIS broadcast prior to contacting Clearance Delivery, Ground Control, Tower, or Approach Control.
√ No Multiple practice landings and approaches 2200 (L) until 0700 (L).
√ Runway 6/24 south VFR traffic pattern closed from 2200 (L) until 0700 (L). See AFD.
√ Helos: Above 1000' MSL over major roads until entering the airport traffic pattern.
√ Borrego Valley Airport (LO8) is available for flight training.
Fly ILS final. Fly a slightly high approach in VMC. Delay gear and flaps transition consistent with safety.

Jet take-off and landing “Quiet Hours” 10:00 p.m. – 7:00 a.m.
