DTSC has completed six Phase II or more detailed investigations, including remedial actions. Of these six, three were issued a “No Further Action” determination after testing was completed; two were “Certified” after a response action was completed; one was “Certified with an Operation and Maintenance Plan.”
DTSC also completed two Phase I investigations with a “No Action” determination. Two sites were issued “Inactive – Needs Evaluation,” which means the project came in under a voluntary agreement and for some reason the proponent had decided not to move forward and/or complete the environmental investigation. Thirteen sites were referred to other agencies (Federal, State or local). In addition, there are three permitted sites with unknown status.

- Carlsbad High School at 3557 Monroe Street was issued a No Further Action determination by DTSC, and is located approximately 1.5 miles northwest of the Kelly School.
- Carlsbad High School Expansion (Sports Complex) at 3305, 3325, 3355, 3357 Monroe Street was issued a Certification following a removal action by DTSC, and is located approximately 1.5 miles northwest of the Kelly School.
- Calavera Hills Elementary School at Cannon and El Cammino Real was issued a No Further Action determination by DTSC, and is located approximately 1.75 miles southeast of the Kelly School.
- Proposed High School at College and Cannon was issued a Certification following a removal action by DTSC, and is located approximately 1.75 miles northeast of the Kelly School.

Historical use of pesticides and arsenicals is common in current and former agricultural areas throughout California, including in the Carlsbad area. Pesticides are generally persistent and non-mobile and can remain in soils for years. However, these pesticides and metals may be transported through surface run-off and air dispersion depending on site parameters/conditions.

An investigation and response action was conducted at the Proposed High School at College and Cannon. It was determined that surface releases of arsenic and petroleum hydrocarbons occurred in localized areas of the site. Based on the size of the impacted areas, type of chemicals of concern, soil conditions, mobility of the chemicals of concern, testing conducted, distance to the Kelly School (approximately 1.7 miles), and natural and man-maid barriers, it is unlikely that a surface release from the Proposed High School at College and Cannon has impact the Kelly School.

DTSC has provided oversight on eight investigations at five school properties within the Carlsbad Unified School District. Information on these projects can be found in EnviroStor. School sites included: Carlsbad High School Expansion (Stadium and Sports Complex), Carlsbad High School (other areas), Calaveras Hills Elementary, Carlsbad Village Academy, Pacific Rim Elementary, Poinsettia Elementary, Proposed High School at Collage and Cannon, and Southeast Elementary. A summary of the investigations and/or actions and determinations for each of the sites are listed below:

- Southeast Elementary – This is the same project as Poinsettia
