About CAP

The Community Action Partnership (CAP) is administratively located under the Health and Human Services Agency, Office of Strategy and Innovation of the County of San Diego. CAP is the federally designated Community Action Agency and administers the Community Services Block Grant for the San Diego region.

CAP's Vision as a Community Action Agency:

"Community action changes people's lives, embodies the spirit of hope, improves communities, and makes America a better place to live. We care about the entire community and we are dedicated to helping people help themselves and each other."

CAP's Mission:

"To empower economically disadvantaged individuals and families to achieve their highest level of self-sufficiency and well-being."

Fight Poverty in San Diego County!

Join the Community Action Board (CAB), which advises the San Diego County Board of Supervisors and the Health and Human Services Agency concerning Community Action Partnership anti-poverty programs. CAB meets once a month, scheduled regularly on the second Thursday between 3:30 and 5:00 pm.  An application is available by clicking the link below or by calling (619) 338-2799.   Your community needs you!

CAP: COMMUNITY ACTION PLAN 2014-2015

Every two years CAP works with members of the community through public hearings and needs assessments to develop a two year strategic plan to fight poverty in San Diego County.

Refugee Plan 2013-2016

CAP and Refugee Services work together to link Family Self-Sufficiency Program Services to Refugees.
