The Legislative Affairs Section is responsible for coordinating and advocating the Board of Supervisors legislative policy agenda. To advance this agenda, this section tracks, analyzes and monitors all State and Federal legislative activity and executive branch policy agendas affecting the Health and Human Services Agency.

Legislative Analysis

Legislative Affairs is responsible for gathering information, data and input from Agency staff on all related State and Federal legislative bills, the Federal Register and grant opportunities affecting the Agency for the development of an Agency position.

Legislative Affairs then makes recommendations to the County's Office of Strategy and Intergovernmental Affairs, which oversees the County's entire legislative program.

Legislative Agenda Development

Legislative Affairs works with Agency subject matter experts in developing, prioritizing and initiating new ideas for the annual Legislative Sponsorship Proposals, Legislative Guidelines and Priorities for the Board of Supervisors Legislative Program.

Legislative Associations

Legislative Affairs actively participates and represents the Agency's interests in several statewide associations, including California State Association of Counties (CSAC), the California Welfare Directors Association (CWDA), and the County Health Executives Association of California (CHEAC).

Legislative Training

Legislative Affairs provides training to Agency staff, for the purpose of providing an understanding of the legislative process, enhancing analytical skills and an increased knowledge of the Board of Supervisors policies.
