The Office of Strategy Management provides decision-support services to the Agency's executive team. This unit provides a wide range of strategic management and accountability services to help the Agency recognize and manage new challenges, capitalize on emerging opportunities and proactively identify and address program performance problems.

  Strategic/Operational Planning

The Office of Strategy Management (OSM) facilitates the development of the Agency Strategic Plan, and, together with the Agency Budget Office, the Operational Plan. This Unit provides workshops and assistance to regions and divisions to help ensure strategic alignment of objectives and performance measures to Agency and County priorities. OSM also facilitates integration of these objectives in the development of executive performance plans and quality improvement goals.

  Evaluation/Operations Research

To improve program and/or regional operations on high profile or high-risk areas, the Office of Strategy Management (OSM) conducts special evaluations and analyses depending upon emerging needs as identified by Agency executives. OSM extracts and shares data from agency-wide information systems, and offers technical assistance and training to staff to strengthen analytical capacity throughout the Agency. OSM also coordinates research and evaluation of Agency programs being conducted by external research organizations or universities. This includes coordination of research being undertaken on the County's unique TANF/CalWORKs regional welfare to work service delivery model.

The Office of Strategy Management (OSM) provides spatial analysis of health and human service data in support of Agency, regional and program-specific planning efforts. GIS also helps inform the Board of Supervisors and the community at large of health and human service trends, and is used to assist County residents to access services.

 

  Performance Management

The Office of Strategy Management (OSM) provides support to Agency performance management activities, and administers the pbviews application, a performance management application. OSM provides workshops and other technical assistance to Agency executives and managers in performance management, and works to ensure performance measures are fully aligned and integrated with the Agency's strategic planning, budgeting and other management processes.

 

  Special Projects - OSM

The Office of Strategy Management (OSM) manages a number of short- to moderate-term special projects of Agency wide or countywide impact.

One such project, Improving Access to Healthcare (IAH), focused its efforts on identifying options and crafting potential solutions to the problem of the lack of affordable and accessible health coverage for San Diego residents.

The San Diego County Child and Family Health and Well Being Report Card is a series of reports that provides a snapshot of the overall health and well-being of San Diego County's children and families. This document is a powerful information tool that can be used by policymakers, advocacy organizations, community members and service-providers. The Report Card supplies data needed for informed discussions about issues related to the children and families in our community.
