The ACCESS Customer Service Center is an extension of the County of San Diego Family Resource Centers (FRCs). ACCESS serves residents, providers, and other government agencies with questions or needs related to Family Resource Center programs and services, including providing case management services for existing FRC customers. 

ACCESS customer service representatives are experienced eligibility workers that provide assistance via phone, e-mail, and fax. ACCESS hours of operation are Monday - Friday 8:00am - 5:00pm, excluding County holidays. Requests submitted via fax or e-mail will be responded to within 3 business days. If you need immediate assistance and cannot wait three business days, please call ACCESS.

 Get e-mail updates on ACCESS

ACCESS uses encrypted e-mail to respond to inquires received via e-mail.  Completing a one-time registration of your e-mail address is required to view our reply. When you receive our reply, you will also receive instructions on how to register your e-mail account. Once you have registered, you will need your password to read future encrypted e-mails from us. If you change your e-mail address, you will need to complete the registration for the new e-mail address. 

To protect the confidentiality and privacy of those we serve, you must have either a completed and up-to-date Authorized Representative form or Release of Information on file for ACCESS to provide information on a case that is not your own. To submit the completed form, send an e-mail to with “AR Forms” in the subject line, attach the form as a PDF, and include your full name, contact phone number, and mailing address in the body of the e-mail. You can also fax or mail (ACCESS, 7947 Mission Center Court, San Diego, CA 92108) the completed form to ACCESS.


Community Based Organization Line

Beginning March 25, 2013, the County of San Diego’s ACCESS Customer Service Center will offer a specialized toll-free line for use by Community Based Organizations (CBOs) within the San Diego county region. Healthy Families Program Transition

The Healthy Families Program will transition to the Medi-Cal Program in phases over a year beginning January 1, 2013.  Answers to frequently asked questions for beneficiaries can be found at the Department of Health Care Services' website.

Important information about the Earned Income Tax Credit

The Earned Income Tax Credit or the EITC is a refundable federal income tax credit for low to moderate income working individuals and families. Find out if you are eligible for the Earned Income Tax Credit by answering questions and providing basic income information using the EITC Assistant. The Assistant also calculates the amount of EITC you may receive. The EITC Assistant is available in English and Spanish here.

Important Notice For Individuals and Families

Free tax preparation services are available through the IRS Volunteer Income Tax Assistance (VITA) Program for low- to moderate-income individuals and families (generally, $49,000 and below). Qualified individuals and families can get up to $5,600 (with children) or $457 (no children) in Earned Income Tax Credit (EITC).  Getting EITC dollars will not affect CalWORKs, CalFresh (formerly known as Food Stamps) or Medi-Cal benefits.  Call 2-1-1 to find a free tax preparation site near you and to get more information.  You can also log on to
