Low Income Health Program (LIHP) Transition to Medi-Cal
Several notices are being mailed giving LIHP enrollees information about the move to Medi-Cal. All correspondence is available on this website under the section titled Correspondence to LIHP Enrollees. In addition to information on Medi-Cal, LIHP enrollees will also be receiving their Benefits Identification Card (BIC). LIHP enrollees who have not selected a managed care health plan by completing a Medi-Cal Choice form will be automatically defaulted into a plan based on their current primary care provider.
As part of the Affordable Care Act (ACA), LIHP will transition to Medi-Cal on January 1, 2014.
Enacted in March 2010, the federal Patient Protection and Affordable Care Act, commonly referred to as "Obamacare" provides the framework, policies, regulations and guidelines for implementation of comprehensive health care reform by the states. The Affordable Care Act will expand access to high-quality affordable insurance and health care.

LIHP is a program that funds medical care for uninsured adult county residents. LIHP uses a network of community health centers along with hospitals, community physicians, and mental health providers throughout San Diego County to provide health care services.
LIHP Enrollee Information
The Low Income Health Program (LIHP) will cover medical procedures that are deemed medically necessary by your LIHP doctor/network provider, services include:

LIHP Minimum Eligibility Criteria
Individuals may be eligible for LIHP if they meet the minimum eligibility criteria.
- Does not meet the Medi-Cal eligibility criteria
- 19 through 64 years of age
- A San Diego County resident
- A US citizen or legal alien with 5 years residency (with some exceptions)(for Citizenship click here).
