Chief Probation Officer Mack Jenkins
Mack Jenkins has worked in the criminal justice field for more than 28 years. He is currently the chief probation officer for San Diego County. Prior to joining San Diego County in December of 2007, Chief Jenkins served as Director of Juvenile Field Services for the Orange County Probation Department in Anaheim California. In this role Mr. Jenkins oversaw a division which is responsible for the supervision of more than 2,700 juvenile offenders on formal probation.
Mr. Jenkins has previously managed the Adult Field Services and Adult Court Services Divisions for Orange County Probation. In those roles, he was responsible for the supervision of more than 6,000 adult offenders, 3,500 felony substance abuse offenders, and almost 500 felony chronic drug offenders in Orange County Drug Courts.
During his career, Mr. Jenkins has also been responsible for the design and implementation of an intensive supervision program for sex offenders, overseen the development of a special supervision program for domestic violence offenders, and has also worked with incarcerated juvenile offenders as the Assistant Director of a Juvenile Detention facility.
Mr. Jenkins is the former Chair of the Orange County Drug Court Oversight committee, and served for four years on the board of directors for the National Association of Drug Court Professionals. He is a former chair of the Orange County Juvenile Sex Offender Management committee and former member of the Orange County Drug and Alcohol Advisory Board and Orange County Methamphetamine Task Force.
Mr. Jenkins worked with Drug Courts and substance abuse offenders from 1995 to 2007 and is currently a criminal justice consultant specializing in the design, implementation, and operation of Drug Court programs. He has provided training to criminal justice professionals (Judges, attorneys, probation officers, and police officers) throughout the country on topics including the supervision of substance abuse offenders, Drug and DUI Court programs and the fundamentals of drug testing. He was also a consensus panel member on TIP (Treatment Improvement Protocol) 44 “Substance Abuse Treatment for Adults in the Criminal Justice System.”
Mr. Jenkins is an adjunct instructor of criminal justice with the Rancho Santiago Community College District in Orange County and holds a Bachelors degree in Criminal Justice from the University of California at Irvine and a Master of Science degree in criminal justice from California State University at Long Beach.

Assistant Chief Probation Officer John Hensley
John Hensley is the assistant chief probation officer for the San Diego County Probation Department where he oversees the daily operation of 1,400 employees and a $165 million annual budget. He is a veteran of more than 24 years in the probation field, serving in a management capacity in Adult Field Services, Juvenile Field Services and Institutions.
As a deputy chief probation officer, John’s visionary leadership led to the creation of innovative programs to rehabilitate adult offenders that make them accountable for their actions. He oversaw the development and implementation of the Youthful Offender Reentry Program, Prison Reentry Program and DUI Enforcement Unit, all award winning programs for innovation and effective use of tax payer dollars. During his tenure, John restructured Adult Field Services to maximize limited resources, championed training officers to use practices proven to reduce recidivism, and directed the arming of all probation officers supervising high-risk adult offenders. He also made his mark developing partnerships with the community, law enforcement agencies, schools, and government leaders.
Previous career highlights include serving as the project director for the construction of the $53 million East Mesa Juvenile Detention Facility, working as the assistant superintendent for Juvenile Hall, and supervising the Crime Prevention Act of 2000 and Breaking Cycles Demonstration Project, recognized by the federal government as national model.
John holds a Masters degree in Criminology from the University of California at San Diego and a Bachelors degree in Sociology from California State University at Sacramento. In his spare time John enjoys playing golf, attending baseball games, and traveling to historic sites with his wife.
