Jack has over 30 years of government contracting experience working with diverse teams of contracting, procurement, and pricing staff. Prior to re-joining the County as the Director of Purchasing and Contracting, Jack held executive positions at SAIC, leading both Contracting and Procurement organizations, as well as, most recently serving as the Director of Group Pricing Business Services.
From 2002 to 2006 Jack served the County as Deputy Director in the Health and Human Services Agency (HHSA), Contracts Support Division, during which time he assisted in the establishment of the Contracts Training Academy to implement best-practice contracting and monitoring techniques in order to improve contracting accountability and transparency.
Jack is a Certified Professional Contracts Manager (CPCM) and is designed as a National Contract Management Association (NCMA) Fellow, and has been an instructor of several Contract Management and Procurement courses for both San Diego State University (SDSU), and other training organizations such as Federal Publications Seminars and The Performance Institute (PMI).
Jack holds a degree in Economics; and a Master of Science degree in Procurement and Acquisition Management. He has also earned an Advanced Specialization in Government Contract Management from UCLA.
