Emergency Shelter Grant

Each year, HCD receives funding from the U.S. Department of Housing and Urban Development for homeless assistance under the Emergency Shelter Grant. The funds can be used for operations and services at emergency shelters for the homeless. In late summer or early fall, HCD advertises the availability of these funds and accepts applications for funding. HCD currently funds five shelter programs in North  and East San Diego County with these funds.

The Emergency Shelter Grant (ESG) Program provides funds once a year to local agencies to administer emergency shelter to homeless individuals and families within the Urban County. 

Emergency Shelter Grant (ESG) funds are typically used for: essential services to the homeless; payment of maintenance, operation, insurance, utilities, and furnishings; and developing and implementing homeless prevention activities.
