The Department of Housing and Community Development (HCD) offers various programs for homeowners.
The Home Repair Loan Program offers more in the way of rehabilitating a home through the use of loans. HCD offers low-interest home improvement loans to qualified homeowners and mobile home owners.
Also, Homebuyer Assistance is available for low-income households. The Down Payment and Closing Cost Assistance Program helps with down payments and closing costs. The San Diego Regional Mortgage Credit Certificate (MCC) Program helps with the reduction of taxes for first-time homebuyers.
The Shared Housing Program is funded (but not administered) by the department. These funds allow local nonprofit agencies to match eligible persons with residents who have space in their home to share.
