The Department of Housing and Community Development (HCD) makes funds available for a variety of community projects. These projects mainly benefit the lower-income residents and communities in the county.
The Developer Incentive Programs and the Notice of Funding Availability are for developers who are building housing units for low-income families. These are programs to assist with financing and the number of units built.
The Housing Opportunity for Persons with AIDS (HOPWA) program also provides means for development. There is funding available for the housing, and related support-service needs, of low-income persons living with human immunodeficiency virus (HIV) and acquired immunodeficiency syndrome (AIDS).
The Emergency Shelter Grant Program provides funding to nonprofit organizations and public entities sponsoring projects that provide a benefit to low and moderate income homeless persons, provides shelter for the homeless, but also aid in the transition of this population to permanent homes.
The Community Development Block Grant Program provides funding to agencies or businesses that provide a benefit to low and moderate income persons, prevent or eliminate slums and blight, or meet needs having a particular urgency. You may also view information on the CDBG Application Process.
The Community Revitalization Committees throughout the county work to resolve community issues, and develop plans for future improvements using funding available through HCD.
The County Redevelopment Agency Housing Program is available for affordable housing development in certain areas.

HCD strives to reduce housing discrimination in all areas of housing. You may find more information about fair housing and discrimination by clicking on Fair Housing Program. In addition, the San Diego Regional Analysis of Impediments to Fair Housing Choice was prepared for the Fair Housing Resources Board which is composed of all County jurisdictions and others interested in fair housing issues. It provides information on barriers to fair housing choice in San Diego County and strategies for eliminating those barriers.
