1. WHY IS THERE AN ELECTION ON JUNE 3, 2008 - AND HOW DOES IT WORK?
June 3 is the regularly scheduled election date for the California Primary Election. This election determines the nominees for the partisan offices (Congress, State Senate and Assembly). Candidates for these offices represent California's political parties (Republican, Democratic, American Independent, Green, Libertarian, and Peace & Freedom) and the top candidate from each party will face the other party nominees in the November 4th General Election. The County Central Committees for the Republican and Democratic parties will also appear on this ballot.
There will also be candidates for some nonpartisan offices on the ballot, including Superior Court Judges, Board of Supervisors (Districts 1, 2 & 3), San Diego County Board of Education (Districts 1, 2 & 4) San Diego Community College (Districts B & D), San Diego Unified School (Districts A, D & E) City of San Diego (Mayor, City Attorney and Council Districts 1, 3, 5 & 7), City of Chula Vista (Council Seats 3 & 4). Some of these contests could have an outright winner on June 3, while others will have a run-off election on November 4, 2008.
2. WHO CAN VOTE IN THIS ELECTION?
All registered voters in the County of San Diego are eligible to vote. The last day to register to vote for this election is Monday, May 19, 2008. Voter registration cards are available at Post Offices, Department of Motor Vehicles offices and Library buildings, as well as various City Clerk offices, and the Registrar of Voters at 5201 Ruffin Road, Suite I, San Diego (Kearny Mesa area).
IMPORTANT: If you have moved since you last registered to vote, wish to change your party affiliation, or have changed your name, you should re-register as soon as possible, but no later than May 19, 2008.
3. WHAT ARE THE OPTIONS FOR "DECLINE TO STATE"/"NONPARTISAN" VOTERS IN THE JUNE 3, 2008 PRIMARY ELECTION?
State law allows unaffiliated ("Decline to State"/"Nonpartisan") voters to request one of the following ballots in this Primary Election:
a. An official nonpartisan ballot containing just nonpartisan offices and measures, OR
b. An official ballot for any party that has permitted "unaffiliated" voters to vote for their candidates.
For the June Election, the American Independent Party, the California Democratic Party and the California Republican Party permit unaffiliated voters to vote in their Primary Election. However, since there are no candidates running in the American Independent Party, voters in this party and nonpartisan voters wishing to request their ballot will vote a nonpartisan ballot only. Nonpartisan voters requesting a Democratic ballot or a Republican ballot will receive a ballot containing the party candidates for the selected party, plus the nonpartisan offices and state and local measures (as applicable). County Central Committee candidates will not be on this ballot, per instructions from each party.
4. WHAT ARE THE OPTIONS FOR OTHER PARTIES?
(AMERICAN INDEPENDENT, GREEN AND PEACE & FREEDOM)
For these three parties, no candidates filed for any of the partisan offices in San Diego County in this election. Therefore, voters affiliated with these parties will receive a ballot containing only nonpartisan contests and measures.
5. WHERE WILL THE POLLS BE LOCATED?
There will be approximately 1,652 precincts located throughout the county. Your poll location will be shown on the back cover of your sample ballot pamphlet. You may also determine your poll location by calling the Registrar of Voters at 858-565-5800.
6. DOES THE COUNTY NEED POLLWORKERS?
Yes! The Registrar is recruiting poll workers for this election. Poll
workers must be registered voters and will be paid from $75 to $150
depending on their assignment. If you are interested in becoming a
poll worker, please check the Registrar's website at www.sdvote.com
and/or call 858-565-5800. Especially needed are Vietnamese, Spanish,
and Filipino-speaking poll workers.
7. WHAT IF YOU WANT TO VOTE BUT CANNOT MAKE IT TO THE POLLS ON ELECTION DAY?
You may vote a mail ballot by (1) calling the Registrar of Voters and requesting an application; (2) completing the application card on the back of your sample ballot pamphlet; or (3) writing your own request that includes your name, registered address in San Diego County, signature and address where the ballot is to be mailed. Applications should be sent to the San Diego County Registrar of Voters, 5201 Ruffin Road, Suite I, San Diego, 92123. A faxed application is also acceptable. The fax number is 858-694-2955.
In-office voting will also begin at the Registrar of Voters office on Monday, May 5, 2008, and continue through Election Day (Monday through Friday, 8 am to 5 pm). The Registrar's Office will be open for voting Monday through Friday, from 8:00 a.m. to 5:00 p.m., and on Saturday and Sunday (May 31 and June 1); the weekend preceding Election Day.
Mail ballot applications should be submitted as soon as possible, but not later than May 27, 2008. The Registrar will begin mailing ballots at least 29 days (May 5th) before Election Day to voters who have requested permanent vote-by-mail status.
